MR. STEPHEN JULIAN BLASINA
Federal Insurance Company
Managing Director
Chubb Group of Insurance Companies

Stephen J. Blasina, BSc (University of New South Wales), MBA (Australian Graduate School of Management) is Senior Vice President of Federal Insurance Company which is a holding company of The Chubb Group.

Presently based in Singapore, Mr. Blasina is currently responsible for overseeing Chubb’s field operations throughout the South Asian Region.

Mr. Blasina has been an active member of the Asian Corporate Governance Association since 2001 and participates in many forums and speaking engagements organized for the industry.

He joined the Australian operation of the Chubb Group of Companies in 1993 as its Specialty Regional Manager and progressed to the Asia Pacific Regional role in 2000 overseeing Executive Risk and Financial Lines based in Singapore. In this role he was responsible for 12 branches in the Asia Pacific Region for Specialty insurance products.

He then moved to London in 2005, and was responsible for 25 offices in 11 countries in the European region that offers financial liability products through Chubb’s Executive Risk Department and the Department of Financial Institutions. In 2007 he moved back to Australia and was responsible for Strategic Marketing within the Asia Pacific Region.

Prior to making a career in insurance, Mr. Blasina was an Investment Banker with Citibank of New York, USA.

 

MR. CHAN HWEE SENG
Crawford & Company International Limited
Chairman

Mr. Chan Hwee Seng has 38 years experience as a Loss Adjuster with Crawford with 18 years as Managing Director. He is currently the Chairman.

Mr. Chan specializes in the handling of property and liability losses and dealt with major losses such as the Robinson Departmental Store fire in 1972, the cable car accident in 1983 and the Prima Food poisoning case in 2007. He also investigated several high profile cases of insurance fraud in the region and was instrumental in exposing fraud in the infamous case of ‘death in Cambodia’ in 2000 and the S$6 million case of arson in a departmental store in Singapore in 1998. He had delivered several papers and talks on Claims Management in Singapore and in the region.

He is the current Vice President of the Singapore Insurance Institute and past president of the Insurance Law Association, Singapore.

 

MR. DAVID HEASELDEN
Shipowners’ Asia Pte Ltd
Loss Prevention Director

David spent 26 years at sea, 12 of which as Master on a wide range of ocean going vessels ranging from Gas Carriers, Tankers to Ferries and Cape Sized Bulker Carriers. In 1997 he came ashore and joined the UK P & I Club as a ship inspector. During the next few years he travelled worldwide visiting and reporting on the condition and management of hundreds of vessels of all types. Early in 2001 David joined the Shipowners' Club as Loss Prevention Manager with overall responsibility for loss prevention initiatives and the Ship Inspection Programme.

In April 2009 David transferred to the Singapore branch office assuming responsibility for the management of the office function as well as continuing to run the Loss Prevention Department. With a grown up family, in his spare time he enjoys swimming and country walking.

 

MR. NICK GARRITY
Lockton Companies (Singapore) Pte Ltd
Chief Executive Officer

Nick has been an insurance broker for 20 years. He recently relocated to Singapore where he is Chief Operating Officer for the Singapore business and Lockton’s Asia operations overall.

Until his move to Singapore, Nick was COO for Lockton’s retail insurance operations in London, Southern England, Ireland and the Channel Islands.

Nick has comprehensive experience of the general insurance business and has advised clients in a wide variety of industries, including FMCG, logistics, engineering, TMT, power generation, public sector and not for profit organisations.

Nick started his insurance career as a graduate trainee with Willis in 1989. In 1995 he joined Marsh where he spent a varied 10 years and became the youngest office head in the UK business. He joined Alexander Forbes (later acquired by Lockton) in 2005 to run the UK retail businesses in Southern England and the Channel Islands.

Nick is an Associate of the Chartered Insurance Institute and an Economics graduate from the University of Hull.

Nick has also participated in the Marsh Accelerated Leadership Programme (ALP) and is a postgraduate for Certificate in Business Education from University of the West England.

 

MR. SAID KHAN
Amlin Singapore Pte Ltd
Cargo Underwriter

Said Khan is the Cargo Underwriter at Amlin Singapore Pte Ltd, underwriting on behalf of Syndicate 2001 at Lloyd’s of London. The syndicate is a market leader in a wide range of insurance and reinsurance classes – aviation, international property and casualty and marine.

Said joined Amlin in October 2008 after having spent two years with another Lloyd’s Syndicate. Prior to that he was with AIG for 8 years – 4 years as a Cargo Underwriter and 4 years as the Marine Loss Control Officer for Asia Pac.

Prior to AIG, Said was a surveyor and loss adjustor for 10 years and before that he sailed for 5 years on foreign-going vessels serving mainly on board containers and tankers.

Said has a Certificate of Competency – Deck Officer Foreign-Going – from Marine Department Singapore, a Diploma in Nautical Studies awarded by Singapore Polytechnic, a Diploma in Marine Surveying(Distinction) awarded by Int’l Institute of Marine Surveyors & Greenwich University & National Sea Training Centre, UK and a Bachelor of Business (Marketing) awarded by La Trobe University, Australia.

 

MR. KENRICK LAW
Asia Capital Reinsurance Group Pte Ltd
Deputy Chief Underwriting Officer, Strategic Business

Kenrick Law joined the reinsurance industry in 1996 with Swiss Re Zurich. After received extensive training on various reinsurance products in both Switzerland and South Africa, he returned to Hong Kong in 1998 as a casualty treaty underwriter. In 2000, he was promoted to be responsible for the casualty treaty business for the Greater China Region. He then relocated to Singapore in 2003 to manage the Casualty Treaty portfolio of South East Asia. In July 2006, he returned to Hong Kong to head up the Casualty Treaty Underwriting Desk for Asia for Swiss Re.

Since March 2007, Kenrick heads the Casualty Underwriting in Asia Capital Reinsurance Group.

His expertise includes Motor, Personal Accident, Workmen's Compensation and General Liability. Kenrick participated in a Motor conference in Japan in 2003 where motor experts from different countries across Asia exchanged opinions on Motor insurance.

During his years in Asia, Kenrick has represented Swiss Re and the reinsurance industry in various insurance associations, e.g. the Convenor of the Liability Subcommittee of Reinsurers' Forum in Hong Kong, and member of Motor committee in Malaysia.

Kenrick holds a Master Degree in Economics from University of Toronto (Canada) as well as Bachelor's Degree in Economics from McGill University (Canada).

 

MR. BEN LIANG
ALLIANZ SE REINSURANCE BRANCH ASIA PACIFIC
Senior Manager (Non-Life Treaty Division)

Ben Liang is the ReMetrics team leader for Benfield Asia. Ben has over eight years of experience in the property and casualty insurance industry with majority of that focused on reinsurance. His experience in the reinsurance sector includes analyses of workers' compensation, property per risk & cat, medical malpractice, professional liability, general liability, and commercial auto risks. Ben is also active as a technical broker assisting clients and colleagues with complex transactions.

Ben is an associate of the Casualty Actuarial Society.  He is also a graduate from the University of California at Berkeley with a degree in economics.

 

MR. FRANCIS LIM
QBE Insurance International Limited
Assistant Regional Underwriter - Professional Liability

Handles various professional liability classes of insurance (including Professional Indemnity Insurance, Directors and Officers Liability Insurance, Medical Malpractice Insurance, Information Communication and Technology Insurance and etc) since 2001. Francis is responsible for the overall PI book of business of QBE Insurance (International) Ltd, Asia regional operation. In addition to underwriting expertise he provides technical support to the claims department on PI claims issues.

Francis graduated with Degree in Business Studies (Economic and Finance) and is a current member of the Chartered Insurance Institute and Singapore Insurance Institute

 

MR. COLIN LINCOLN
REGIONAL UNDERWRITER MARINE LIABILITIES - ASIA
QBE Insurance (International) Limited

Mr Colin Lincoln is an Associate of the Chartered Insurance Institute and a Chartered Insurer. He is currently the Regional Underwriter Marine Liabilities - Asia with QBE Insurance (International) Limited. He has been in the insurance industry for more than 30 years most of which was spent in Marine Insurance. His area of expertise is mainly in Marine Cargo although he is currently involved in Marine Liability Insurance as well. His regional responsibilities spans across South East Asia where he oversees the Company’s marine operations in this region. He has been a speaker in seminars organised by the Association of Banks in Singapore and has conducted marine insurance courses both locally and overseas. He is a part-time lecturer with the Singapore College of Insurance, a role that he has performed for more than 15 years.

 

MS. EILANDA LUI
Shipowners’ Asia Pte Ltd
Underwriter

Eilanda started her career with the Maritime Port Authority of Singapore, Shipping Division and moved on to join a Thai Feeder Operator Regional Container Lines (RCL) attached to their insurance and claims department. She spent eight years with Through Transport Mutual Club (TT Club) managed by Thomas Miller looking after their membership in South East Asia and Indian Sub-Continent. Prior to joining the Shipowners’ Club in 2008, she spent a period of time with Marsh Singapore focusing on their marine clients based in Singapore. At the Shipowners’ Club’s Asian office, she looks after the membership in Singapore and Indonesia.

 

MR. DOUGLAS LUM
Allianz SE Reinsurance Branch Asia Pacific
General Manager for Life and Health

Mr. Douglas Lum holds a degree in Actuarial Science and he brings with him over 15 years of experience from the North American and Asian markets in both the direct insurance and reinsurance industry. He originally worked in actuarial positions dealing with valuation, product development and pricing, and subsequently held various lead positions in accident and health and special risks reinsurance before uprooting from Toronto, Canada and settling in Singapore in 1998 with another international reinsurer. Douglas joined Allianz Reinsurance in the latter part of 2002 as the head of business development within the Life and Health division, and has recently taken on the role as General Manager of the Life and Health operation.

 

MR. GEORGE ONG
Willis Management (Singapore) Pte Ltd
Divisional Director

George heads the Willis Singapore Captive Practice with overall responsibility for the management of the office and servicing if its clients. He has considerable experience in the Singapore insurance industry, having served in various capacities in the areas of finance, compliance, consultancy and audit roles.

Before joining Willis, George headed the finance and accounting department of one of the Lloyd’s Syndicates established in Singapore, where he was responsible for the finance, accounting, compliance and administrative functions of the company. Prior to that, George was an Audit Manager with the Global Financial Services Industry Group in Deloitte Singapore. He specialized in the audit of companies in the insurance industry, including direct life insurance companies, reinsurance companies, captive insurance companies and insurance brokers. He was involved in several Sarbanes Oxley audit engagements and was also responsible in conducting technical training on insurance related topics such as risk management, insurance accounting and regulatory compliance.

He also spent in excess of three years as an Account Manager with Marsh, where he managed a portfolio of major clients.

 

MS. SHIRLEY OW
QBE Insurance (International) Limited
Regional Cargo Underwriter - Asia

Shirley started her career as an insurance broker with one of the leading local insurance broking firm in 1976. In 1980, she moved on to join an International insurance company to gain greater exposure, and has worked in the Business Development, General Underwriting as well as Marine Underwriting and Claims department. Developing an interest in Marine Insurance, she obtains her specialization and moved on to join QBE Insurance (International) Limited in 1986 as a Marine Manager.

She now heads a team of underwriters and support staff and is responsible for the growth and profitability of the portfolio. In 2006, her role expanded to include providing technical and underwriting support to QBE Offices throughout Asia in matters relating to Marine Cargo Underwriting.

Shirley is a Fellow of The Chartered Insurance Institute, UK. She has been in the insurance industry for more than 30 years and has been actively involved in the Marine Insurance educational initiatives for the industry. Shirley is the Property & Marine Committee member in General Insurance Association of Singapore (GIA) since 15 Dec 1998.

 

MS. EMILY POH
Chartis Singapore Insurance Pte Ltd
Assistant Vice President Head of Financial Lines

Emily Poh is currently the Deputy Regional Manager of Financial Lines in AIU Southeast Asia. She is responsible for the Financial Institutions Practice and Crime insurance for the region. The primary focus is to provide risk solutions to Financial Institutions including but not limited to stockbrokers and fund managers.

Starting her career with AIG Australia back in 2005, she started as an underwriter writing all lines of business within the Financial Lines department and in 2006, moved to Singapore as a senior underwriter. Prior to joining the Regional team she was heading the Singapore Financial Institutions Practice.

She was previously working for the funds management company as a Client Reporting Accountant in Perth, Australia prior to joining the insurance industry is also a Certified Practicing Accountant (CPA)

 

MR. NOEL TAN
Federal Insurance Company
Regional Manager, Chubb Speciality Insurance

Noel is the Regional Manager of Federal Insurance Company’s (part of the Chubb Corporation – a Fortune 500 Company listed on the NYSE) Specialty Division for its Southeast Asia region. The division is responsible for structuring specialty financial and liability Insurance, Professional Liability, Fidelity Risks, Not-for-Profit Coverages and Bankers Blanket Bonds.

Chubb’s Insureds in Southeast Asia include the regions’ largest Banks, Venture Capital Firms, Hedged Funds, Not-for-Profit Organisations, Educational Institutions, Public- Listed Blue Chips and Financial Advisory firms.

He regularly contributes articles and conducts seminars on Directors & Officers Liability, and Asset Management Professional Liability including with the Singapore Business Federation, the Singapore Venture Capital Association, and the Investment Management Association of Singapore.

Prior to joining Chubb in 2002, Noel worked as an Investment Banker. Noel holds an MBA with the University of Chicago, and is presently an adjunct lecturer with the Singapore College of Insurance. He also volunteers on the council of the Singapore Insurance Institute.

 

MR. SAM TAN
Chartis Singapore Insurance Pte Ltd
Head of Claims

Sam Tan currently the Vice President of Claims Dept is presently working with American Home Assurance Company Singapore - A Chartis Company since 2001. Prior to joining AHA, he was a Claims Manager under the General Insurance profile in NTUC Income Cooperative Insurance Limited from 1993 - 2001. During his earlier years, he has also worked in Neptune Orient Lines Ltd as a Shipping Executive (1991 - 1993) and a Police Officer - Assistant Superintendent of Police from 1988 - 1991.

Sam holds a Degree in Business Administration with National University of Singapore (NUS) as well as a fellow with Life Management Institute (LOMA) with Distinction. His other professionals involvement are a committee member of the GIA in Motor Committee since 2003, a Chairman under the BOLA Committee (since 2008), a member in the GIA Special Risk Pool committee (since 2005) and also as a council member in the Motor Insurance Bureau (MIB) since 2009.

 

MR. ANDREW VIGAR
XL Insurance Company Limited
Regional Manager Asia

Andrew Vigar has been the Regional Manager Asia of XL Insurance since January 2007. Prior to his appointment as the head of the Asia Region, he was responsible for Sales Marketing and Communications for XL Insurance in Continental Europe and Asia based in Zurich.

Andrew has a Bachelor of Arts degree from Liverpool University and a Postgraduate Diploma in Environmental Policy from the Open University, both in the United Kingdom. He started his career as a Willis Insurance Brokers in 1987.

He has worked in a number of countries in Continental Europe as well as in Hong Kong where he was Managing Director of Willis between 1998 and 2000.

Andrew joined XL in December 2000 where he has been responsible for business development in Continental Europe based in Vienna. He moved to Zurich in 2004 and to Singapore in July 2007, establishing a representative office in August 2007 and a branch of XL Insurance in January 2008.

Andrew sits in the Management Committee in the General Insurance Association of Singapore (GIA) and is also the convenor for the External Relations and Communications Committee (ERCC) in GIA.

 

MR. YONG WAI SING
Chartis Singapore Insurance Pte Ltd
Learning and Development Manager

Yong Wai Sing is presently working as the Learning and Development Manager in the Human Resources Department in American Home Assurance Company.

He works in partnership with departments to deliver in-house soft skills training workshops as well as facilitates external training. He also manages and provides developmental opportunities for the talent within the company as part of his work.

Graduated from the University of Adelaide, he has lived, studied and worked in Australia for 11 years. His work experience includes the airlines industry, the banking sector and education; and he shares a lot of his experiences in all his workshops.
